Our client, a leading global financial services firm is currently looking for an HR services manager. The role has come about due to internal promotion as the organisation looks to develop careers from within the company.

The position of HR Services Manager is the first point of contact for employees and managers in relation to policy queries, administrative requests and standard employment activities such as onboarding, offboarding, internal transfers leave administration and management of employee benefits. The position is also responsible for the maintenance of accurate employee records and ensuring compliance with local legislation and Group requirements. The role-holder is also responsible for developing and maintaining strategic relationships with external bodies (i.e. Authorities, Ministry of Labour, MOHRE. EIBFS etc) and for providing regular updates to the leadership team and HR colleagues in case of any changes to the regulatory landscape.

• Responsible for regular HR activities associated with UAE national colleagues, including retirement formalities, End of Service benefits, monthly GPSSA contributions, separation formalities etc.
• Develop and maintain trusted relationships with external bodies such as the General Pension and Social Security Authority (GPSSA), Ministry of Human Resources and Emiratisation (MOHRE), Tawteen and Emirates Institute of Banking and Financial Studies (EIBFS)
• Administration of recruitment related formalities in Tawteen and ensuring continued membership in Taween’s Partner Club
• Responsible for generation of employee letters in Arabic, including NOC’s and other visa related requirements
• Liaising with EIBFS to review learning offerings, provide regular updates to colleagues and line managers regarding courses available and encourage maximum use and participation amongst colleagues. Maintain accurate records of training courses attended and provide data to authorities as part of annual Emiratisation submission
• Provide regular updates to functional leaders and HR colleagues regarding Emiratisation requirements
• Maintain understanding and awareness of external legal environment, e.g. contractual issues, visa and work permit requirements and local labour laws
• Responsible for administration of Horizon system and act as first point of contact for employee queries
• Manage the work permit application process for UAE nationals
• Maintain information systems and prepare appropriate documentation related to all stages of the employee cycle (including new joiners, probation confirmation, internal transfers, employee relations cases, promotions, pay reviews, leavers etc)
• Provide effective support, guidance and advice to employees and line managers on policy queries and administrative requests
• Responsible for onboarding of new joiners - ensuring necessary paperwork is in place, liaising with Admin and IT teams to arrange systems and building access, frequent communication with line manager/HRBP and oversight of induction plan
• Liaison with managers and HRBP during employee’s probation period and issuance of confirmation documentation upon successful completion of probation
• Close co-ordination with PRO to ensure compliance with visa and work permit requirements for all employees
• Ensure employee leave records are accurately maintained and comply with local labour law and Group requirements
• Co-ordinate data requests for internal and external audits
• Maintain accurate headcount records and provide data as required for monthly/quarterly reporting to Group Finance, HR and for adhoc requests, as necessary
• Management of employee benefits, including healthcare, life insurance, end of service gratuity and pension calculations
• Responsible for off-boarding of employees, including issuance of required paperwork, settlement of End of Service Benefits, processing of home leave ticket, liaison with employee in case of administrative queries
• Liaison with Medical Insurance provider regarding policy renewal and day to day queries and escalations from employees
• Support with ad-hoc projects as required, i.e. restructuring exercises, implementation of HRMS system, employee engagement activities, policy review etc
• Support with performance management process and annual compensative review cycle


• Bachelor’s degree in related field
• Minimum of 3 years’ previous experience in Human Resources, ideally in HR Operations/HR Services
• Professional qualification (i.e. CIPD, SHRM) preferred but not required
• Sound knowledge of HR policies, procedures and local employment law required
• High level of attention to detail
